Senate Farm Bill Failure Probably Dooms Effort to Block Prop 12 and Other State Laws Restricting Extreme Confinement of Farm Animals

Statement of Wayne Pacelle, president of Animal Wellness Action and the Center for a Humane Economy

“The effort to block states from passing strong farm animal welfare laws failed on the 2014 and 2018 farm bills, and the Save Our Bacon Act will meet that same fate in this Congress, too. Americans don’t want a handful of lawmakers – just 32 House and Senate cosponsors of the Save Our Bacon Act – to overturn the votes of 10 million Americans, on Prop 12 and Question 3. A small set of agriculture committee members in both chambers don’t have the votes to pass the SOB or similar measures to gut state’s rights on animal welfare policy.”

The legislative and judicial record is as lopsided as it gets:

  • Voters have approved 5 of 5 ballot measures, by an average of 29 points, to restrict extreme confinement of farm animals.
  • Federal judges have turned back 24 straight challenges, including before SCOTUS, to state farm animal welfare laws initiated by the National Pork Producers Council and its surrogates.
  • Congress rejected attacks on state authority to promote humane treatment of farm animals on the 2014 and 2018 farm bills, and they will fail again on this stalled farm bill.
