Congresswoman praised for strong legislative record opposing animal cruelty and defending wildlife protections
Washington, D.C. — Animal Wellness Action, a national policy and political organization dedicated to strengthening and advancing legal protections for animals, today announced its endorsement of Rep. Lizzie Pannill Fletcher in the Democratic primary election on March 3, 2026, for Texas’ 7th congressional district.
“Congresswoman Lizzie Fletcher has built a record of principled leadership and consistent action for animals,” said Wayne Pacelle, president of Animal Wellness Action. “She understands that protecting animals is inseparable from protecting communities, democratic values, and public safety. We’re proud to stand with her in this primary election.”
In the 119th Congress, Rep. Fletcher has demonstrated a steady commitment to humane public policy through both her legislative sponsorships and her voting record. She is a co-sponsor of the Fighting Inhumane Gambling and High-Risk Trafficking (FIGHT) Act (H.R. 3946), landmark legislation that strengthens federal enforcement against dogfighting and cockfighting while targeting the organized criminal enterprises that profit from these violent activities.
Animal Wellness Action also applauds Rep. Fletcher’s support for the Save America’s Forgotten Equines (SAFE) Act (H.R. 1661), which would permanently prohibit the slaughter of horses and other equines for human consumption, as well as her co-sponsorship of the Puppy Protection Act (H.R. 2253) and the Prevent All Soring Tactics (PAST) Act (H.R. 1684). Together, these measures address chronic cruelty in large-scale commercial dog breeding operations and eliminate the abusive practice of horse soring.
Rep. Fletcher’s voting record further reflects her leadership on wildlife conservation. In 2025, she voted against H.R. 845, legislation that would have stripped essential federal protections from gray wolves and weakened the Endangered Species Act. Animal Wellness Action praised her opposition to the bill as a critical stand for science-based wildlife management and responsible stewardship of America’s natural heritage.
The organization also commends Rep. Fletcher for her strong opposition to the EATS Act, a sweeping proposal that would override voter-approved state farm animal welfare laws, undermine states’ rights, and benefit multinational corporations at the expense of animals, family farmers, and democratic decision-making.
“Cruelty to animals is often linked to broader social harms, including violence and organized crime,” Pacelle added. “Congresswoman Fletcher recognizes these connections and has shown a clear willingness to act. Her leadership makes a real difference.”
